NDIS Provider Registration Glossary

Registration paperwork is full of terms that sound interchangeable but are not. These are the definitions that matter most when you are preparing an application, working through a self-assessment or getting ready for an audit.

ABN (Australian Business Number): The identifier issued to businesses by the Australian Business Register. Applicants generally need an active ABN and a settled business structure before applying to register as an NDIS provider. Registration requirements.
Approved quality auditor: An independent auditing body approved by the NDIS Quality and Safeguards Commission to assess providers against the applicable NDIS Practice Standards. Certification audit: An audit approach that generally applies to higher-risk or more complex registration groups. It typically involves a broader assessment of your systems against the applicable Practice Standards, including interviews. Your actual audit type follows the Commission's Initial Scope of Audit. Classes of support: The groupings of supports and services used when applying to register. The classes you select shape the Practice Standards you are assessed against and the scope of your audit. Registration groups.
Corrective action: The action a provider takes to address a non-conformity identified during an audit, together with the evidence that the fix has been implemented, not just documented. How NDIS audits work.
Initial Scope of Audit: The document the NDIS Commission issues after you submit your application. It sets out the audit type and the standards that apply to your registration groups. Key personnel: The people who make or participate in making decisions that affect the whole or a substantial part of your organisation, and those responsible for the nature and scope of supports delivered. Suitability information is collected about them. Key personnel obligations.
NDIA (National Disability Insurance Agency): The agency that administers the NDIS itself — participant plans, funding and pricing arrangements. The NDIA is distinct from the NDIS Commission, which regulates provider quality and safeguards.
NDIA-managed: A plan management type where the NDIA pays providers directly. Providers supporting NDIA-managed participants generally need to be registered. Registered vs unregistered.
NDIS Code of Conduct: The standards of behaviour that apply to NDIS providers and workers, registered or not, covering matters such as respect, integrity, safety and the prevention of violence, abuse, neglect and exploitation.
NDIS Commission (NDIS Quality and Safeguards Commission): The independent regulator for NDIS provider registration, the NDIS Practice Standards, the NDIS Code of Conduct, complaints, reportable incidents and behaviour support. NDIS Practice Standards: The quality standards providers are assessed against at audit. A core module generally applies, with supplementary modules depending on the supports delivered. The NDIS Practice Standards.
NDIS Worker Screening Check: A check of whether a person poses an unacceptable risk of harm to people with disability, administered by state and territory worker screening units. Requirements for risk-assessed roles vary — confirm with your state or territory unit. Worker screening.
Non-conformity: A finding at audit that a requirement has not been met. Non-conformities are usually graded, and providers respond with corrective actions and supporting evidence.
Plan-managed: A plan management type where a registered plan manager pays providers on the participant's behalf and handles the plan's financial administration. Registration for plan managers.
Registration group: A category of supports used in the registration system. The groups you apply for determine the standards assessed and influence audit type and cost. Registration groups.
Reportable incident: An incident that registered providers must notify to the NDIS Commission within required timeframes, including certain deaths, serious injuries, abuse, neglect, unlawful sexual or physical contact, sexual misconduct and unauthorised restrictive practices. Restrictive practice: Any practice or intervention that has the effect of restricting the rights or freedom of movement of a person with disability. Regulated restrictive practices carry additional authorisation, behaviour support plan and reporting obligations that vary by state and territory. Behaviour support registration.
Self-assessment: The provider's own rating of its performance against each applicable Practice Standard indicator, submitted with the application and reviewed at audit against real evidence. Self-assessment guide.
Self-managed: A plan management type where the participant manages their own funding and can generally choose to engage providers who are not registered. Do I need to register?.
SIL (Supported Independent Living): Support with daily tasks in a shared or individual living arrangement, usually delivered to participants in their home. SIL is a higher-complexity support with additional obligations. SIL registration.
Suitability assessment: The NDIS Commission's assessment of whether an applicant and its key personnel are suitable to provide supports, taking into account the audit outcome and the information provided. The registration process.
Variation of registration: A change to an existing registration, such as adding registration groups. Adding higher-complexity supports can change the standards you are assessed against and may require further audit activity. Renewal and variation.
Verification audit: An audit approach that generally applies to lower-risk registration groups and typically focuses on documentary evidence such as qualifications, insurances and required checks.
